Inclusive, Cross-Sectoral and Evidence-Based Decision-Making for Resilience Planning and Decision-Making in a Devolved Context

Abstract Successfully achieving the sustainable development goals requires addressing complex, interrelated, wicked problems across multiple scales and contexts decision-making that tackles nested layers of targets interrelated social, economic environmental dimensions sustainability. The Stakeholder Approach to Risk-informed Evidence-based Decision-making (SHARED) bridges processes, tools accessible evidence support inter-sectoral multi-stakeholder implementation aimed at resilience aspirations associated investments. Adaptive collaborative management multiple-loop learning serve as a basis for systematic approach institutional supports shifts in underlying understanding values leading actionable organisational change. This paper describes contextual application tailored technical assistance Turkana County Government Kenya, newly devolved governance structure, under conditions complexity. SHARED decision case demonstrates how responded policy aspiration, resulting greater more intentional use planning budget allocations, cross-sectoral partnerships, inclusive transformative projects consultative evidence-based five-year Integrated Development Plan.
